Joshuah Turner is a counsel in Goodwin’s Global Trade practice, specializing in government contracts and grants. Drawing from his experience as agency counsel for the Department of Energy and Defense Logistics Agency, he advises clients on a broad spectrum of transactional, litigation, and regulatory compliance matters that arise when doing business with the government. Joshuah counsels government contractors on contract formation matters, such as competitive range determinations and proposal preparation. He also advises clients on disputes that may arise during contract performance, and is skilled at negotiating requests for equitable adjustment to resolve contract disputes before litigation.
Experience
Joshuah has significant government contract litigation experience, litigating bid protests before the Government Accountability Office, the U.S. Court of Federal Claims, and individual executive agencies. His litigation experience also includes litigating claims before the Boards of Contract Appeals and extends to representing clients defending against False Claims Act allegations. Additionally, Joshuah has transactional experience advising on complexities associated mergers and acquisitions involving government contractors, and a wealth of regulatory compliance experience conducting internal compliance investigations and creating full-scale compliance programs. Lastly, Joshuah routinely advises on compliance with the Federal Acquisition Regulation (FAR) and FAR Supplements, as well as the statutes, regulations, and policies specific to federal, state, and local grants.
