Céline Moille is a Counsel in Goodwin’s Financial Industry Group.

She advises financial institutions (banks, funds, management companies, investment companies, investment platforms, payment service providers, digital asset service providers (DASP), e-money institutions) and innovative/tech companies, in particular Fintech, with respect to their distribution, compliance and regulatory matters.

Over the past few years, she has developed a cutting-edge expertise in digital transformation, in particular Blockchain technology and Web 3 (traceability, tokenization, crypto-assets and other digital assets). Céline advises also advises on managing regulatory risks, adjusting to new regulations (DORA, DMA, DSA, MiCA, GDPR, IA act…) and regulatory defense.

She specializes in European Digital and Financial Compliance.

Her role involves, without limitation, analyzing relevant regulatory requirements, identifying potential risks for the company, obtaining the approvals and authorizations required for their activities and implementing effective policies, procedures, contracts and internal controls to ensure compliance.

Prior to joining Goodwin, Céline was Senior Manager in a Société d’Avocats of a Big 4 firm in Lyon, France. 

She takes part in numerous conferences and teaches innovation and contract law in France and abroad (Université de Lyon, EM Lyon, Université de Genève, Armenia, Egypt, Vietnam, Cambodia, Canada).

Experience

Céline’s recent experience include advising:

  • ENZYM, a powerful new marketing tool using blockchain technology in getting a visa from the Authorité des marchés financiers (AMF) to launch an Initial Coin Offering (ICO)*
  • LEONOD, a startup specialized in blockchain and cryptocurrency activities, in registering in France as DASPs to the Authorité des marchés financiers (AMF)*
  • FAIRPLAYER, a Web3 solution designed for sports clubs to create their own digital token for their community of supporters, in issuing tokens*
  • DELUBAC, a niche banking and financial solutions serving businesses, institutions and individuals since 1924, in developing specific account agreements for crypto asset holders*

More generally, she also has expertise in supporting companies with:

  • Obtaining approvals, authorizations and licenses in France from the Autorité de contrôle prudential et de resolution (ACPR) and the Autorité des Marchés Financiers (AMF); in Luxembourg from the Commission de Surveillance du Secteur Financier (CSSF)
  • Creating Metaverses
  • Setting-up marketplaces compliant with European regulations
  • Negotiating and drafting B2B, B2C contracts and strategic partnerships involving new technologies (blockchain, crypto, NFT, software, trading, online banking, gaming, gambling, and more)
  • Training employees, managers and operational staff on regulatory issues (digital, finance, data, new technologies, operational resilience, cybersecurity)
  • Complying with laws and regulations on data protection (including GDPR), technology (including the AI act), privacy, cybersecurity and consumer protection

Professional Activities

Celine takes part in numerous conferences and teaches innovation and contract law in France and abroad (Université de Lyon, EM Lyon, Université de Genève, Armenia, Egypt, Vietnam, Cambodia, Canada). She is also a member of the newly established 'Artificial Intelligence' Commission of the Luxembourg Bar, where she contributes her expertise to discussions on the evolving role of AI in the legal profession.
