Experience
Mr. Wilcox counsels clients in advisory and enforcement matters involving economic and trade sanctions administered by the Treasury Department’s Office of Foreign Assets Control (OFAC), the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), the Foreign Trade Regulations (FTR), antiboycott laws, the Foreign Corrupt Practices Act (FCPA) and reviews conducted by the Committee on Foreign Investment in the United States (CFIUS). Mr. Wilcox also advises clients on various U.S. customs issues, including classification and valuation, rules of origin, country-of-origin marking, antidumping and countervailing duties, U.S. government procurement and eligibility for special treatment under various trade agreements and special legislation. In this respect, Mr. Wilcox provides general compliance advice and transaction counseling, obtains licensing and other approvals, performs pre- and post-closing due diligence, formulates and reviews compliance policies and procedures, leads compliance training, conducts internal audits and investigations, prepares petitions and voluntary disclosures, and represents clients in administrative and enforcement proceedings.
In addition to his practice, Mr. Wilcox has been involved in various initiatives aimed at advancing educational opportunities in his local community. At his prior firm, Mr. Wilcox headed a mentorship program for high school students participating in the D.C. Street Law Program, which concentrates on providing students with necessary skills to become effective problem-solvers through their knowledge of legal principles. In recognition of this participation, the firm received an Outstanding Achievement Award from the Washington Lawyers' Committee for Civil Rights and Urban Affairs. Mr. Wilcox also has been appointed to serve on the City of Gaithersburg, MD Educational Enrichment Committee.
