Omer Tene

Omer Tene is a partner in the firm’s Technology group and Data, Privacy & Cybersecurity practice.

He is an Affiliate Scholar at the Stanford Center for Internet and Society, and Senior Fellow at the Future of Privacy Forum. He was appointed to the Arbitration Panel under the US-EU Privacy Shield Agreement and was the Rapporteur for the 30-year review of the OECD Privacy Guidelines.

Omer is globally renowned as a premier legal practitioner and thought leader on privacy, cybersecurity, AI and law, and technology. For the past two decades, he’s advised governments, policymakers, regulators, international organizations and businesses on strategy, governance and compliance issues in privacy, cyber security and law, and technology.

Strategic Counseling

• Advise online retailer about global privacy strategy and compliance with ad tech rules, regulations and self regulatory schemes
• Advise venture capital firm in investments in crypto and blockchain businesses
• Advise cannabis industry leader in compliance with HIPAA and general privacy laws
• Advise app developer on integrating privacy by design while selling technology to police departments
• Advice tax preparation software developer on cross global privacy compliance
• Advise multiple companies on preparation for and compliance with China's new Personal Information Protection Law (PIPL)
• Advise an enterprise security provider on the development and implementation of a global privacy and data protection compliance program in the US, EU, Latin America and Asia Pacific
• Advise a data governance service provider in the preparation, submission and approval of Binding Corporate Rules (BCR-P)
• Advise a Fortune 100 company on the acquisition and integration of an EU based medical devices and healthcare provider
• Advise a technology platform on setting forth policies, safeguards and requirements for providing researchers with access to data for scientific purposes
• Advise a data intermediary on preparation for the provision of services in China and relationships with advertisers and publishers
• Advise a software as a service provider on compliance with China’s privacy, security and telecoms regulations

Prior to joining Goodwin, Omer was most recently the Vice President and Chief Knowledge Officer at the International Association of Privacy Professionals (“IAPP”), the principal professional organization for privacy lawyers and professionals worldwide. He was the IAPP’s leading subject matter expert and led the organization’s creation and distribution of content, including its research, publications, programming and external affairs.

Prior to his time at IAPP, Omer was globally recognized as a thought leader in the privacy and data protection space. He advised governments, regulators, international organizations, multinational companies and start ups on privacy legislation, regulation, strategy, governance, and compliance. He was an Associate Professor at the College of Management, School of Law in Israel, and also served as the Managing Director at Tene & Associates, where he provided legal advice to dozens of companies, ranging from Fortune 50 multinationals to technology start-ups, on privacy and data protection, including M&A transactions, launch of new products and services, cross border data transfers, research, and clinical trials.

Omer began his legal career as an M&A associate at Debevoise & Plimpton in New York followed by an associate position at Fried, Frank, Harris, Shriver & Jacobson in Paris.

Omer is co-editor with Jules Polonetsky and Evan Selinger of Cambridge University Press book “Consumer Privacy”. He has authored articles on privacy and data protection appearing in law and technology reviews of Yale, Stanford, Northwestern, Vanderbilt, George Mason, University of North Carolina, Fordham, Ohio State, and more. He is a regular contributor to legal and trade publications, and has been quoted in media stories by the Wall Street Journal, Financial Times, Politico, and dozens of other media outlets.
