Justin Shields is an associate in the firm’s Global Trade practice. He counsels clients on trade, sanctions, export controls, and foreign investment.

As a member of the firm’s Global Trade practice, Justin assists clients regarding regulatory compliance with the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), and economic sanctions administered by the Office of Foreign Assets Control (OFAC). He also advises cross-border transaction parties on national security reviews conducted by the Committee on Foreign Investment and the United States (CFIUS).

Prior to joining Goodwin, Justin was an advisor in EY’s Global Trade practice where he conducted audits with a focus on trade regulations administered by US Customs & Border Protection (CBP) and export controls administered by the Bureau of Industry and Security (BIS) in the oil & gas, automotive, pharmaceutical, defense and technology sectors. He also assisted in the Department of Commerce’s criminal monitorship of a large Chinese telecom company through examination of potential plea agreement violations and evaluation of the company’s obligations to develop a best-in-class compliance program.

Recognition & Awards

Justin was a recipient of the San Diego Bar Association’s Diversity Fellowship in 2016. He was President of the Black Law Student Association at the University San Diego School of Law, which won the Student Organization of the Year Award in 2017.
